INAMI approved test lists for speech therapy in Belgium

Which tests INAMI accepts for each speech therapy category in Belgium, with exact cut-offs, list dates, common mistakes and a ready-to-copy test results paragraph.

Countries covered : Belgium

INAMI approved test lists (in French, « listes limitatives de tests ») are the lists, approved by the agreement committee between speech therapists (logopedists) and health insurers and published by INAMI, of the only tests that can demonstrate a disorder so that the mutualité contributes to speech therapy in Belgium. They stem from article 36 of the nomenclature and set, test by test, the test category (A to E) and, except for stuttering, the criterion value to reach. This page covers each nomenclature category: what the text says, which tests are accepted and their cut-offs, as read on INAMI's page on 1 November 2026. Quotations are kept in the original French with an English gloss.

The legal basis: what article 36 says

Article 36 of the nomenclature refers to an approved list for every disorder where a test is required. The sentences below come from the article 36 text published by INAMI (unofficial consolidation including the changes of 1 September 2026).

  • Oral language, § 2, b), 2° : disorders must be « démontrés par un test du langage donnant un score inférieur ou égal aux valeurs de critères » (shown by a language test scoring at or below the criterion values), and « Ces tests de langage, ces tests de QI et les valeurs de critères doivent figurer dans une liste limitative » (these language tests, IQ tests and criterion values must appear on an approved list).
  • Dyslexia, dysorthographia, dyscalculia, § 2, b), 3° : reading, spelling and/or arithmetic tests « donnant deux scores inférieurs ou égaux aux valeurs de critères » (giving two scores at or below the criterion values), and « Les tests et les valeurs de critères doivent correspondre au niveau de l'année scolaire fréquentée » (tests and criteria must match the school year attended).
  • Stuttering, § 2, b), 6.4 : severity is measured with a test from an approved list, and « Le score de ce test doit être mentionné dans le rapport écrit lors du bilan » (the score must appear in the written report).
  • Dysphasia, § 2, f) : « Ce trouble doit être démontré par des tests normés, effectués individuellement » (normed tests, given individually) « donnant un score inférieur ou égal aux valeurs de critères dans au moins un versant » (in at least one side, expressive or receptive).
  • Content of the bilan, § 4, 5° : the initial bilan, kept in the patient file, must include test results « mentionnant les résultats des tests (scores bruts), l'interprétation normative (déviation standard, percentile, retard, …) » (raw scores and normative interpretation).

Remember: one score under the criterion for oral language, two for dyslexia, dysorthographia and dyscalculia, three domains on the same side for dysphasia.

The lists in force and their dates

Dates read at the top of each PDF (« Nomenclature d'application au … ») on 1 November 2026: oral language and dysphasia, dyslexia, dysorthographia, dyscalculia and stuttering from 1/03/25; voice disorders from 01/01/2021; IQ tests from 01/12/2023. The common application rules are undated.

Earlier versions (valid until 28 February 2025, or until 30 November 2023 for IQ) stay online on the same page. The German-language lists have their own dates (for example oral language and dysphasia from 01/08/2024): if you assess in German, use the German version. We recommend using the list in force on the date of the bilan and writing that date in the bilan. On the Dutch-speaking side, INAMI publishes application rules from 1/09/2026: green code (the test can be enough alone) or orange (never alone), and a phase-out period of at least one year when a test is removed. The French-language page has no equivalent on 1 November 2026: check it regularly.

The five test categories and accepted combinations

Every test on a list belongs to a category. The application rules document defines them as follows.

  • List A, batteries : a set of tests or subtests. If all tests come from one battery, at least two subtests are needed and at least one result must meet the criterion. Combined with another test, there is no minimum number of subtests.
  • List B, very short tests : useful, but never sufficient alone. A B test is combined with a listed test that is not on list B, and at least one result must meet the criterion.
  • List C, other tests : must be given in full.
  • List D, stuttering : demonstrates stuttering. A D test is always required.
  • List E, stuttering : measures secondary reactions and attitudes. An E test is required from age 10.

According to the table in that document, these are enough: several subtests from the same A battery, an A subtest with a subtest from another A battery, an A subtest with a C test, a B test with an A subtest or with a C test, one or more C tests, a D test in a child under 10, a D test with an E test. These are not enough: one A subtest alone, one or more B tests alone, a D test alone in a child over 10, an E test alone.

Interpretation rules worth knowing

  • Repeated year : the reading list says « Utiliser les normes de l'année actuellement fréquentée » (use the norms of the year currently attended). For oral language, the list recommends, up to 3rd year of primary, the norms of the year the child is supposed to be in, and from 4th year those of the current school year.
  • 1st and 2nd « différenciée » : 6th-year primary norms apply.
  • Major difficulties : a test from the lower school year may be given, to be justified in the bilan.
  • EVALEO 6-15 : « Seule la classe 1 donne accès à l'accord mutuelle » (only class 1 opens the agreement), as class 2 is not precise enough to place a score at P16.
  • EXAMATH 8-15 : in module 5 (problem solving), « Un seul score inférieur aux valeurs de critère dans ce module entre en considération » (only one score below the criterion counts in this module). Time on subtasks is « insuffisant pour donner accès au remboursement » (not enough for reimbursement).
  • Chronodictées : scores are inverted, the criterion is a percentile ≥ 90.
  • Multilingual child : ALDeQ according to the decision tree (see the FAQ).
  • Tests « no longer published » : BILO Petits, BILO 2, BILO 3, EC2, TCS, N-EEL, ECL-Collège, Phonolec-collège and Chronodictées carry « Ce test n'est plus édité » but are still listed. The BLI is marked « supprimé au 1/02/26 », IFDC and TCS-R were removed on 1/03/25.

IQ: what has changed and what will change

Article 36 requires a « QI total de 86 ou plus, mesuré par test individuel » for oral language, and a « QI de performance ou non-verbal ou QD (quotient développemental) de 86 ou plus » for dysphasia. INAMI's page on IQ below 86 states that since 1 September 2024 a performance IQ, non-verbal IQ or developmental quotient below 86 allows a single-discipline speech therapy agreement, and that you must send the patient's IQ score to the mutualité. From 1 January 2027, patients with an IQ below 70 must be referred to a centre for a multidisciplinary assessment. Between 70 and 85, conditions do not change.

So the two texts do not match: the article 36 version published by INAMI (changes of 1/09/2026) keeps the threshold of 86, while the IQ page, which cites a royal decree of 03/12/2025, allows an agreement below 86 (and does not mention full-scale IQ). We recommend following the INAMI page, the more recent, and if in doubt asking the mutualité or logonom@riziv-inami.fgov.be before the request.

Interpretive rule 05 asks for the exact full-scale IQ and the name of the psychological test(s), with their date of administration. The IQ list does not say who gives the test.

What if your test is not on the list?

It cannot demonstrate the criterion: article 36 requires the tests and criterion values to appear on the list. You can describe it in the bilan as a complementary examination, the proof coming from a listed test.

The list also matters during treatment. § 5 states that in each two-year treatment period « au moins une évaluation formelle doit avoir lieu et être consignée dans le dossier du patient » (at least one formal evaluation must take place and be written in the patient file), using a test from the approved list and covering the domains failed at the initial bilan.

Common mistakes

  • A B test alone : a BILO, EC2 or Alouette-R, however low.
  • The wrong cut-off : -2 standard deviations for reading (most often -1), or -1 for oral language (most often -2).
  • EXAMATH 8-15 time given as proof.
  • Stuttering at 10 or older without an E test.
  • Voice without an objective measure : GRBAS and VHI are not enough without f0, DSI or AVQI.
  • Dysphasia on fewer than three domains, one task counted for two domains, or a missing non-verbal IQ.
  • A Bayley or Brunet-Lézine used outside a CRA centre.

Checklist before sending the bilan

  • I opened the list for the disorder, in the language of the bilan, on INAMI's site and noted its application date.
  • Each test used as proof is on that list, within the right age or school-year band.
  • The combination follows the A, B, C rules (and D, E for stuttering).
  • The number of scores under the criterion is reached (one, two for B3, three domains for dysphasia).
  • The norms are those of the right year.
  • For each test: exact name, version, date given, raw score, normed score (standard deviation or percentile) and criterion value.
  • IQ: test name, date, exact score (full-scale, or non-verbal index for dysphasia).
  • B3: accuracy and/or speed, phonological development (dyslexia, dysorthographia), compensation behaviours, help already given at school and at home.
  • Multilingual child: full ALDeQ if the decision tree requires it.
  • The bilan is dated, signed and kept in the patient file. For the form that goes with it, see our guide to the INAMI speech therapy request.

Template paragraph « Test results » to copy

One line per test used as proof.

Filled-in fictional example

Fictional patient, 9 years old, 4th year of primary, schooled in French since 1st year of nursery, no repeated year. Request for dyslexia (category B3).

Results on approved-list tests (INAMI dyslexia list, applicable from 1/03/25). Tests given on 6/10/2026, 4th-year primary norms.

  • BALE (A), irregular word reading: raw score 21/40, standard deviation -1.4; criterion standard deviation ≤ -1: met.
  • BALE (A), pseudoword reading: time 96 seconds, percentile 8; criterion percentile ≤ 16: met.
  • EXALANG 8-11 (A), text reading task: raw score 14, standard deviation -1.7; criterion standard deviation ≤ -1 or percentile ≤ 10: met.

Slow reading, fragile phonological awareness, avoidance of reading aloud; classroom remediation since 3rd year of primary. Conclusion: three scores at or below the criterion values, two subtests from the BALE battery and one subtest from another A battery, in line with the application rules.

Why Delta fits this work

Delta does no billing codes, no score calculation, no invoicing and no electronic claims, and does not touch INAMI forms: the results remain yours. It drafts your bilans and reports in the vocabulary and structure of a speech therapist (logopedist), learned from your existing bilans, and keeps each patient's record up to date, so you can follow progress from the initial bilan to the formal evaluation required by § 5. Data stays in Europe, in France, on infrastructure certified for health data. See Delta for speech therapists in Belgium, what Delta is and our comparison of speech therapy software in Belgium.

Is one test enough to get the mutualité's agreement?

A C test, yes; a B test, an A subtest or an E test alone, never. In B3, two scores under the criterion are needed anyway. For stuttering, a D test alone is enough under age 10, after that an E test is also needed.

Which version of the list should I use if it changes during treatment?

INAMI publishes each list with its validity period (for example « à partir du 01.03.2025 » and « jusqu'au 28.02.2025 »). We recommend using the list in force on the date of the bilan, writing that date in the bilan and keeping a copy of the PDF in the file.

My test is no longer published: can I still use it for the agreement?

Yes, as long as it is on the list in force: BILO, EC2, TCS, N-EEL or Chronodictées carry « Ce test n'est plus édité » and are still listed on 1 November 2026. A removed test (IFDC and TCS-R on 1/03/25, BLI on 1/02/26) no longer counts as proof after that date.

Is an IQ given by a psychologist accepted, and what do I send?

The IQ list does not say who gives the test; what matters is that the test is on list A (WPPSI-IV, WISC-V, SON-R, KABC-II, WNV, NEMI-3, RAVEN 2, WAIS-IV). BAYLEY-III and Brunet-Lézine révisé are on list B, « à utiliser uniquement dans les centres CRA » (for CRA centres only). Send the exact figure, the test name and its date of administration (interpretive rule 05): without the IQ score, INAMI considers the file incomplete.

My patient is bilingual: do I need the ALDeQ?

Yes in the cases set out in INAMI's decision tree, for oral language and dysphasia. Full questionnaire, cut-off ≤ 0.71; the list adds « Les autres critères pour b)2° et f) doivent également être remplis » (the other b) 2° and f) criteria must also be met).
