Speech therapy nomenclature in Belgium (Article 36): a practical guide

Codes by disorder and place, 30 and 60-minute sessions, exclusions, remote care, fees from 01/09/2026 and the 2026-2027 agreement: INAMI Article 36 read for everyday practice.

Countries covered : Belgium

The speech therapy nomenclature in Belgium is Article 36 of the INAMI (RIZIV) health care nomenclature. It sets out the sessions a speech and language therapist (logopède) can certify so that the patient's mutual insurance fund reimburses them, each with a code, a minimum duration, a place, a value in key letter R and conditions. INAMI's coordinated text has applied since 1 September 2026.

This page covers what you certify day to day. The request process (forms, prescribers, sessions per category, the 60-day rule) is in our INAMI speech therapy request guide; thresholds and the score rule are on our page about the INAMI test lists.

How Article 36 is built

The coordinated text of Article 36 (INAMI's unofficial coordination, version of 1 September 2026, following the royal decrees of 28 June and 15 July 2026) has ten paragraphs.

  • § 1: services, codes and conditions.
  • § 2: indications a) to g) and codes per category and place.
  • § 3: cases never reimbursed.
  • § 3bis: no 60-minute session under 10.
  • § 4: request and prescription.
  • § 5: number of sessions, formal evaluation, cap on 60-minute sessions.
  • § 6: extensions.
  • § 7: one treatment session per day.
  • § 8: therapist conditions and prior approval.
  • § 9: eAgreement.
  • § 10: remote speech therapy.

The services you can certify (§ 1)

  • Assessment (bilan), 701013 (outpatient) and 701083 (inpatient), R 17.5: at least 30 minutes, prescribed by a doctor, before treatment is prescribed, never at school, at most 5 times per disorder, followed by reimbursed treatment within 60 days.
  • Evaluation, 700991 and 701002, R 35: more than 30 minutes, during reimbursed treatment, when the disorder worsens, results stagnate, or after a break of 12 months or more. Reason and results in the file, treatment within 60 days.
  • Individual treatment: at least 30 minutes (R 17.5), or at least 60 minutes (R 35) for some categories.
  • Group session: four patients at most, at least 60 minutes, R 9 per patient.
  • Parental guidance, without the patient, at the practice or remotely: individual, at least 60 minutes (R 35), or group, at least 90 minutes (R 15 per participant), 10 times at most per disorder per child.

No assessment or evaluation can be combined with a treatment session on the same day (§ 1; the compendium repeats it for the assessment). The old progress assessment codes (702015 and 702085) are marked as deleted by the royal decree of 4 June 2024 (in force 1 August 2024).

One code means one disorder and one place

Codes for the 30-minute individual session at the practice, checked in the coordinated text.

  • § 2 a) (disorder hindering work, vocational rehabilitation or apprenticeship): 711314
  • b) 1° aphasia: 712316; b) 2° developmental language disorders: 713311
  • b) 3° dyslexia, dysorthographia, dyscalculia: 714313
  • b) 4° clefts: 717312
  • b) 5.1 head and neck surgery: 718314; 5.2 radiotherapy: 718513
  • b) 6.1 dysglossia: 719316; 6.2 dysarthria: 721313; 6.3 chronic disorders of neuromuscular origin: 729315; 6.4 stuttering: 723310; 6.5 orthodontic disorders: 724312
  • c) 1° laryngectomy: 725314; c) 2° larynx and vocal folds: 726316
  • d) hearing: 727311; e) dysphagia: 728313; f) dysphasia: 733316; g) locked-in syndrome: 724415

The place changes the code. For dyslexia: 714313 at the practice, 714335 at home, 714350 at school, 714383 in hospital. For remote codes, we recommend the list attached to the INAMI page on remote care by speech and language therapists rather than a copied table.

The compendium (approved on 24/09/2026) settles two cases: at school outside school periods, use the "patient's school" code; at a boarding school outside school hours, the "patient's home" code. For dysphasia, school code 733353 is limited to 5 sessions a month, and not allowed at all beyond the first two-year approval (§ 2 f).

30 or 60 minutes

Durations are minimums ("at least"). § 3bis excludes any 60-minute session under the age of 10, whatever the disorder. A 60-minute session counts as two in the approval (§ 7) and can be certified 80 times at most over the whole course of care (§ 5). Since 1 September 2026, category B6.3 is eligible (practice code 709214). We recommend noting start and end times in the file: it is the only proof of duration.

What is never reimbursed (§ 3 and § 7)

  • Special education, for categories b) 2°, b) 3° and f).
  • A recognised and subsidised institution whose approval standards include speech therapy; residence in a psychiatric care home (MSP) or care home for older people (MRPA, MRS).
  • Admission to a hospital ward under index G, T, A, Sp or K.
  • Rehabilitation in a facility with a convention covering speech therapy (except B6.3 and hearing). According to the INAMI page on the latest changes, interpretative rule no. 8 applies as soon as multidisciplinary treatment has started, assessment excluded.
  • Secondary disorders (psychiatric condition, neglected schooling, a language other than the mother tongue), isolated disorders such as sigmatism or cluttering, acute functional voice disorders.
  • More than one treatment session per day, parental guidance aside (§ 7).

What changed on 1 September 2026

According to the INAMI page on the latest changes (in French):

  • Remote care: video sessions can be certified again (details below).
  • B5: the category is split into two separate categories, B5.1 (head and neck surgery, practice code 718314) and B5.2 (head and neck radiotherapy, 718513).
  • B4 (clefts): extensions go through a notification, with no new approval request.
  • Dysglossia (B6.1): the maximum number of authorised sessions drops from 149 to 90.
  • B6.3: sessions of at least 60 minutes are possible from age 10 (practice code 709214).
  • Interpretative rule no. 8: single-discipline speech therapy stays reimbursed until treatment in a multidisciplinary centre has started; a reimbursement request is possible for treatment given since 2 October 2025.

Remote speech therapy (§ 10)

According to the INAMI page on remote care: video only, never telephone; agreed with the patient, who keeps the choice of in-person care; at most 10 consecutive sessions per approval; not before age 4; never for the assessment, the evaluation, group sessions or the first session; not when the patient is at school or in hospital; justification noted in the file; lower fees.

Fees from 1 September 2026

Fee = the service's coefficient × the value of key letter R set for that code (714313: 17.5 × 2.192383 = €38.37). The INAMI table (circular OA no. 2026/196 of 20/08/2026) gives: fee; reimbursement with preferential status (in the agreement / not); reimbursement without preferential status (in the agreement / not).

  • 701013 assessment: €45.38; 42.38 / 42.38; 37.88 / 28.41
  • 700991 evaluation: €76.73; 72.23 / 72.23; 65.73 / 49.30
  • 714313 dyslexia, practice, 30 min: €38.37; 36.37 / 36.37; 32.87 / 24.66
  • 709214 B6.3, practice, 60 min: €77.05; 72.55 / 72.55; 66.05 / 49.54
  • 708094 § 2 a), remote, 30 min: €31.35; 29.35 / 29.35; 25.85 / 19.39

With a therapist in the agreement, a patient without preferential status pays €5.50 for a 714313 session. Outside the agreement, reimbursement drops to €24.66, which is 75%. Other codes: INAMI fees page. Some sites still show older amounts (an assessment at €44.18): the dated INAMI table prevails, and the mutual fund can confirm.

The 2026-2027 agreement and therapists outside it

The 2026-2027 agreement, concluded on 11/12/2025, was joined by 84% of speech and language therapists (noted on 23/03/2026). Fees were indexed by 2.72% on 1 January 2026. Since 1 April 2026, reimbursement for a non-member's services is cut by 25%, except for patients with increased reimbursement. A non-member sets their own fees but applies agreement fees to those patients and when billing the insurer directly (tiers payant). You can join at any time in ProSanté; to leave, tell INAMI before 15 December.

Approval, eAgreement, certification

Sessions are reimbursed only after approval, or a notification for an extension (§ 8). Every start and extension of treatment requires registration via eAgreement (§ 9); at the start of treatment, a copy of the prescription and the request form are attached. INAMI's eAttest page does not list speech and language therapists among the providers who can use it today. These steps stay in your billing software or MyCareNet; see our speech therapy software comparison.

What the nomenclature asks you to write in the file

  • At least one formal evaluation logged in the patient file (§ 5), counted within the approval's sessions.
  • The reason for and results of each 700991 evaluation (§ 1).
  • The justification for each remote session.

We recommend adding the date, place, duration and code of each session, so that file and certificates match.

Mistakes that get reimbursement refused

  • Assessment before the prescription date, at school, or with no treatment within 60 days.
  • Assessment or evaluation on the same day as treatment; two treatments on the same day.
  • A 60-minute code under 10, or an 81st 60-minute session.
  • An 11th consecutive remote session, or a first session done remotely.
  • A practice code for a session at school or at home.
  • Single-discipline care continued in a multidisciplinary centre; an old code such as 702015.

More serious is certifying sessions that never took place. In a decision of 2 August 2022, the senior official of INAMI's medical evaluation and inspection service upheld 669 services not provided for 17 insured people (weekends, public holidays, holidays): €13,141.45 unduly paid, a fine of 150% (€19,712.18), half of it suspended.

Checklist before certifying

  • Valid approval or notification for this disorder, eAgreement done.
  • Right code: category, place, duration, remote.
  • Nothing else certified that day for this patient, except parental guidance.
  • Under 10: never 60 minutes; above, 80 at most.
  • Remote: aged 4 or over, video, not the first session, no more than 10 in a row, justification noted.
  • Formal evaluation for the period noted in the file.

Template paragraph for an evaluation

Fictional example (Lucas, 9, category B3).

Evaluation session (700991) on 12/10/2026, 45 minutes, at the practice. Reason: results have stagnated since 07/09/2026 despite two sessions a week. Tests: [tests from the list, version]. Results: [scores, distance from the norm]. Comparison with the initial assessment of [date]: [progress]. Conclusion: treatment continues, goals adjusted: [1], [2]. Next session on 16/10/2026, within 60 days.

It holds what § 1 asks for (reason and results). More templates are in our clinical document templates.

Where Delta fits

Delta does not do coding, nomenclature, billing, eAttest or electronic claims; it does not fill in or send any INAMI form and is not approved by INAMI. Codes and certificates stay in your billing software or MyCareNet. Delta handles the writing. It transcribes what is said during the session, or you dictate your observations afterwards. It generates the session report, drafts your assessments in your own wording and updates each patient file, where you find the evaluations and justifications you noted. Data stays in Europe, in France, on infrastructure certified for health data. See what Delta is and Delta for speech and language therapists in Belgium (in French).

What does the letter R followed by a number mean in the nomenclature?

R is the key letter for speech therapy; the number is the service's weight (R 17.5 for 30 minutes, R 35 for 60 minutes or an evaluation). From 1 September 2026, R 17.5 gives €38.37 for code 714313.

How long is a prescription for an initial assessment valid?

The INAMI compendium states that a maximum of one year is accepted (decision of 28/02/2019).

Which code for a session at school outside class hours?

The "patient's school" code, according to the compendium. At a boarding school outside school hours, the "patient's home" code. The assessment is never done at school.

Can I do a 60-minute session with an 8-year-old?

Not with reimbursement: § 3bis excludes any 60-minute session under the age of 10, whatever the disorder.

Is remote speech therapy reimbursed in Belgium?

Yes, since 1 September 2026: by video, with the patient's agreement, from age 4, at most 10 consecutive sessions per approval, excluding assessment, evaluation, group sessions and the first session.

Can a speech and language therapist outside the agreement set their own fees?

Yes, except for patients with increased reimbursement and when billing the insurer directly. Their other patients get 25% less back since 1 April 2026 (€24.66 instead of €32.87 for a 714313 session).
